Proposal for 7 high-rise residential towers in the WKCD

The West Kowloon Cultural District Authority plans to develop seven residential towers—ranging from 22 to 27 storeys—at the heart of the West Kowloon Cultural District (WKCD). The project will deliver approximately 1,995 residential units, with a total gross floor area (GFA) of around 1.38 million square feet, including non-residential elements. Completion is projected for 2032. The proposal has recently been discussed by the Town Planning Board, and the Planning Department has indicated no objection to the application.


Special Design Considerations
According to planning documents, the application includes a request for relaxation of non-building area restrictions to allow the construction of:
- Barrier-free pedestrian footbridges
- Landscaped platforms interlinking the three podium levels of the project These enhancements aim to improve pedestrian connectivity and accessibility throughout the development.

Land Sale Policy Update
In a policy shift announced last year, the government will now allow partial sale of property rights in the West Kowloon District, replacing the previous “lease-only” model. All proceeds from future sales will be retained by the West Kowloon Cultural District Authority, with no requirement to pay additional land premiums.
