Open Tender Launched for Central Harbourfront Event Space Tenancy
The Development Bureau of the Hong Kong SAR Government announced that the Lands Department has opened the tender for the new tenancy of the Central Harbourfront Event Space. The tender closes on 13 February, with the new tenancy expected to be awarded before April and commencing July 2026 for a fixed five‑year term. The current tenancy expires on 30 June.
Enhanced Tender Framework Prioritising Technical Merit
The Government has strengthened the tender assessment mechanism to emphasise event quality, operational capability, and long‑term planning. While the two‑envelope approach remains, the weighting of the technical proposal has been increased to 70%, with the price proposal accounting for 30%.
Technical assessments will consider:
- Diversity and vibrancy of proposed events
- Ability to attract local and international visitors
- Contribution to the overall harbourfront experience
The extended five‑year term aims to encourage sustained investment, higher‑quality programming, and long‑range operational planning by the successful tenant.
Operational Requirements for Venue Enhancement
To elevate the visitor experience and support year‑round activation, the new tenant must:
- Provide at least 100 sq m of food and beverage facilities within one year of tenancy commencement, located at the northern section adjoining the promenade
- Operate public‑facing events for no less than 30% of the annual calendar
- Open any unused portion of the venue—amounting to one‑third or more of the site left unrented or inactive for three consecutive days—for free public access and leisure use
These measures aim to prevent under‑utilisation and ensure the harbourfront remains accessible and engaging even outside major event periods.
Strengthened Governance and Monitoring Mechanisms
The Development Bureau has reinforced contractual obligations to ensure robust oversight of event organisers and smooth operational delivery. Under the new terms, the tenant must:
- Closely monitor event preparation progress and promptly alert the Bureau to any deviations from the approved proposal
- Ensure timely application and issuance of all required licences and permits
- Oversee proper ticketing arrangements
- Conduct mandatory tripartite meetings with event organisers and the Bureau before each event to confirm final preparations
To uphold performance commitments, a new clause requires the tenant to compensate the Government if the actual number of rented event days falls short of the commitments made in the technical proposal.
Minimal Impact from Future Railway Works
The Government also confirmed that the planned Airport Railway Extended Overrun Tunnel project will have minimal impact on the Event Space. All aboveground railway facilities will be located outside the venue boundary, and temporary works areas will be confined to the site fringe, with significantly reduced area and duration.
